Professional, Organizational, and Social Barriers to Primary Prevention

Since 1963 there has been considerable discussion, writing, and some research devoted to consultation and education as methods of primary prevention. Despite such efforts, however, there is considerable evidence which indicates that mental health professionals, while acknowledging the logical importance of primary prevention, continue to devote their major resources to diagnosis, treatment, and rehabilitation and neglect the serious implementation of preventative interventions. It is the purpose of this paper to systematically analyze some of the barriers to such implementation in the hope that their recognition will provide for some solutions.
