Sources for the Delivery of School Psychological Services During 1890-1930

Following the Civil War, there was an increasing trend toward reforming public education that could be observed nationwide even in those parts of the country where no systems of public education existed (Teeter, 1983). Several forces confronted American education with the necessity for change and provided the conditions under which would emerge special educational and school psychological services. Those forces most often discussed in the psychology and education literature are the “movements” of mental health, child study, the emergence of psychology as a science, and the development of psychological and educational tests(Reisman, 1966; Wallin & Ferguson, 1967).These were accompanied by at least three major developments: (a) a large increase in the numbers of immigrants, especially in major cities,’ (b) the enactment of child labor laws, and (c) the establishment of compulsory education.
