Program Consultation: A Framework for Development and Improvement of Special Education and Related Services

ABSTRACT: This paper presents a consultation framework based upon an integration of Maher’s characteristics of special education programs and Bergan’s approach to behavioral consultation.This framework outlines an approach to consultation that is intended to complement rather than replace the other, more traditional consultation approaches found in the current literature.A distinction is made between the human and the program aspects of consultation.Problems and issues stemming from the adoption and use of program consultation are delineated and discussed. Guidelines and procedures for consulting with special education service delivery programs are specified and illustrated. Finally, implications for practice,research and training are set forth.
