The September, 1978 issue of Exceptional Children contains an article titled,“Competencies of persons responsible for the classification of mentally retarded individuals,” by Walter Cegelka. Noting that “academic degree or license does not guarantee competency in regard to the classification of mentally retarded persons”the author recommends numerous competencies and areas of study appropriate for the preparation of professional personnel. The recommendations appear to correspond well with the recently published NASP Standards for Training Programs in School Psychology.
