Although a number of services for handicapped and disadvantaged persons have been legislated throughout this century, special emphasis has been given to their educational needs only since the mid-sixties. In addition to the vocational acts of 1963 and 1968 (and 1976)) other key pieces of legislation are the Economic Opportunity Act of 1964, the Elementary and Secondary Act of 1965, and, more recently, the Education for All Handicapped Children Act of 1975 which has important implications for vocational educators.
