Vocational Education for Special Needs Learners: Past, Present, and Future
Eight years ago Ross (1970) noted that: In a period when conservation of human resources and the need for the development of manpower are synonymous and essential aspects of technology, it is strangely incongruous that a segment of our youth is relatively ignored. That segment can be generally identified as youth with special needs. They constitute a sizeable portion in terms of numbers,have suitable, although varying potential for roles in the world of work, yet so far have not been given the vocational opportunities they need.
