Some important events in recent months have highlighted the need for school psychologists to articulate clearly their changing professional roles and responsibilities. At a time when important legislative and professional decisions are being made it is incumbent on all school psychologists to be aware of the issues that are at stake and to make their voices heard on these issues. To gain perspective on activities that will have far reaching implications for the profession of school psychology it may be well to review some recent noteworthy events. On November 5, 1976, the National Council for Accreditation of Teacher Education (NCATE) Coordinating Board unanimously approved the NASP application for membership on the Council, which gives NASP responsibility for designing and implementing new accreditation procedures in school psychology (see The School Psychology Digest, Vol. 6, No. 2). In January, 1977, the Council of Representatives of the American Psychological Association took action on two issues which have implications for school psychologists, namely, the qualifications needed for independent professional practice, and use of the title “professional psychologist” (see The Communique, Vol 6, No. 1). On August 23, 1977, the final regulations related to P.L. 94-142, the Education of All Handicapped Children Act, were published in the Federal Register by the Department of Health, Education and Welfare.
