The Special Education Contract for Mildly Handicapped Children
The purpose of this article is to provide a specific and limited suggestion for dealing with two pressing problems facing special education today. The first problem is the difficulty of replacement of mildly handicapped children in regular education once they have been assigned to special education. The second and related problem is the tendency to over assign certain minority group children to special education. The suggestion of the special education contract will be presented in the latter section of this article, but some background to the problem seems to be required first.
