Policy and Process: Means to Lasting Educational Change

Abstract: This article discusses educational change from a system perspective. Following 8 years of experience with a special education reform initiative, the article sets forth a series of assertions based on educational innovation in Iowa. Generalizations are made from an experiential base regarding critical components and characteristics of the change process. In addition, a series of specific recommendations are made for persons contemplating educational innovation initiatives.
